В монографии автор, опираясь на выявленные архивные документы и отдельные публикации предшественников, впервые подробно рассмотрел все основные вопросы истории Арктической зоны европейского Северо-Востока России (Пустозерская волость / Пустозерский уезд) в XVI-XVII вв. Значительное место в работе уделено изучению истории государственной службы и государственного управления в крае, реконструкции корпуса государственных служащих, включая лиц местного самоуправления; государственным доходам, получаемым казной. Впервые проведено комплексное исследование вопросов развития народонаселения и эволюции населенных пунктов территории, государственной политики в области поиска месторождений полезных ископаемых и других важных аспектов истории Арктической зоны европейского Северо-Востока России в указанное время. В приложении к монографии представлены документы, относящиеся к истории Пустозерской волости / Пустозерского уезда XVI-XVII вв. The author, relying on the identified archival documents and individual publications of his predecessors, for the first time considered in detail all the main issues of the history of the Arctic -one of the European Northeast of Russia (Pustozersk Volost / Pustozersk Uyezd) in the XVI-XVII centuries. A significant place in the work is devoted to the study of the history of public service and public administration in the region, the reconstruction of the corps of civil servants, including local government officials; state revenues received by the treasury. For the first time, a comprehensive study of the issues of population development and the evolution of the settlements of the territory, state policy in the field of prospecting for mineral deposits and other important aspects of the history of the Arctic zone of the European Northeast of Russia at the specified time was conducted. The appendix to the monograph contains documents related to the history of the Pustozersk Volost / Pustozersk Uyezd of the XVI-XVII centuries.
