A logistic analysis of the federal regulation system of the Russian Federation information resource was implemented. There was offered a new approach to estimation of the condition of the information resource regulation in the Russian regions. The approach is founded on introduction of the additional criteria of effectiveness of the information resources territory regulation. A total cost of information resource and information flows intensity as the additional indicative showing of territorial information security was determined.
